The nation's top transportation chief warned governors in all 50 states this week that the federal government will start delaying payments for projects that are currently underway to fix the nation's roads and bridges.

    Wall Street had another rising day, with the Dow Industrials and the S&P 500 reaching new record highs. But one tech stock tanked and the momentum took a bunch of others in the sector down with it. The Dow Jones industrial average (^DJI) closed 25 points higher, the Nasdaq composite (^IXIC) added 8 points, and the Standard & Poor's 500 index (^GPSC) was up 3 points. One of the top gainers on the S&P 500 was used car giant CarMax (KMX). Its share price zoomed higher by 16.5 percent with revenue and profits hitting record levels. The still lackluster economic recovery is causing many to drive off lots in used cars instead of new vehicles. And the hottest model over the past two years? The Nissan Altima. Automotive retailer AutoNation (AN), which runs new and used dealerships, also got a boost, rising more than 5 percent. It was a different story for software giant Oracle (ORCL), which was one of the S&P 500's biggest losers. Its stock fell 4 percent on sagging earnings. Social media stocks fell too.     I think that is a business that will continue to grow. I don't see any reason why you can't have a Carmax in a lot of towns way beyond what they're talking about right now. Then you work on the process to be as quick and as cost efficient in fixing the car and getting it sold, and have the confidence from customers when you offer warranties on the products. Those factors create a virtuous cycle. The more you do, the more you can do, the better the pricing is, the more the customers like you, the more your brand matters. The company will be around for a good long time. The management has done a very good job of creating the system and executing it.

Breakout, a daily blog on Yahoo Finance's website, is typical of what passes for financial information. On Sept. 6, Breakout's Jeff Macke featured Mike Jackson, the CEO of AutoNation (AN), as his guest. Jackson opined that the economy "has moved into a self-sustaining recovery." He may or may not be correct in that assessment, but relying on his views or the views of others claiming predictive powers is more akin to gambling than investing. Macke's program is no worse than what is dispensed by many of his colleagues in the media. The format is familiar to all of us: Intelligent people in positions of power and influence make rational-sounding statements about the economy, the direction of the market or the merit of a particular stock or fund. What's missing is any data indicating that their views are worthy of consideration, based on a history of accurate past predictions or demonstration of predictive skill (as contrasted with luck). There is ample evidence to the contrary.
