On Jul 6, Zacks Investment Research upgraded Capital One Financial Corp. (COF) to a Zacks Rank #1 (Strong Buy).

Why the Upgrade?

Capital One has been witnessing rising earnings estimates following the announcement of a new share repurchase program, hike in dividend and better-than-expected first-quarter results. Moreover, this regional bank has a long-term earnings growth forecast of 8.0%.

On Jul 2, Capital One announced a share repurchase authorization of up to $1.0 billion, subsequent to the Federal Reserve�� approval of its capital plan in Mar 2013. However, the company will be allowed to undertake the repurchase program after it successfully completes the sale of Best Buy Co.�� credit-card business to Citigroup Inc. (C). The company expects this deal to close in the third quarter of 2013.

Further, on May 2, Capital One hiked its quarterly dividend by 500% to $0.30, which was paid on May 23 to shareholders of record as on May 13. Moreover, in Apr 2013, the company�� first-quarter 2013 earnings easily surpassed the Zacks Consensus Estimate, driven by a fall in operating expenses, partially offset by decline in revenues.

    Kandi Technologies (KNDI) was soaring 17.5% at recent check as the auto maker announced that the Chinese government will offer subsidies for electric cars.

    The long-awaited policy covers not only pure electric vehicles, but also plug-in hybrid electric and fuel cell battery cars, and runs through 2015. According to the report, the government would offer up to RMB 60,000 (approximately USD 9,800) for the purchase of an all-electric passenger vehicle and up to RMB 500,000 (approximately USD 81,700) for the purchase of an electric bus.

    However, the news did little to stop Tesla (TSLA), which was revving toward fresh all-time highs, up more than 5% to $174.78.

    Nor did news Wednesday that Volkswagen plans to have electric vehicles for sale in the U.S. by 2015.

    However, Tesla plans to have its own innovations to offer not long after that year, as CEO Elon Musk said that it is designing a self-driving car that will be available within the next three years. The company is obviously taking aim at Google (GOOG), so far the leader in auto-pilot cars.

    Deutsche Bank boosted its price target for Tesla to $200 yesterday. Also, Northland Securities is making positive comments on the stock today, reports Briefing.com.

    But now that markets have had time to react, a number of different opinions are surfacing about how important Detroit's bankruptcy is:

    Investment manager BlackRock said early this week that its analysts "anticipate the impact of the event will be much smaller than its size might indicate," calling Detroit "an idiosyncratic situation" and saying that therefore its analysts "do not anticipate a widespread systemic effect." UBS noted that "precedents that do exist would appear to favor holders of [general-obligation municipal] bonds backed by an unlimited property tax" in its argument that the bankruptcy shouldn't create big problems, also noting that muni-bond insurance companies cover almost 90% of Detroit's debt. Citigroup notes that "the magnitude of Detroit's economic and financial problems dwarfs those of any other large local government in the U.S. by a wide amount" in arguing that muni-bond yields aren't likely to rise too far. Taking the other side of the argument, muni-bond specialist Nuveen Asset Management believes that "municipal investors should now view all Michigan general-obligation bonds as having no greater standing than any other form of municipal obligations," reversing the general understanding that general-obligation bonds backed by broad powers to tax are inherently more secure than bonds with more limited sources of revenue backing them. Indeed, Michigan-specific muni-bond funds took much more serious hits over the week than the broad muni-bond market, with BlackRock MuniYield Michigan (NYSE: MYM  ) falling almost 5% since last Thursday and Nuveen Michigan Quality Income (NYSE: NUM  ) posting about a 4% loss.
